Biographical Sketch: David M. Nowlan was born in Toronto, Ontario in 1937.  He graduated in engineering with a BSc from Queen’s University, Kingston, in 1958.  Upon completing his BA at Oxford in 1960, Nowlan became an economist for the government of Canada.  He later pursued graduate studies at the University of Toronto where he received an MA in 1963 and a PhD in 1965. Nowlan was appointed Assistant Professor of Political Economy at the University of Toronto in 1965.  He then became Associate Professor in 1970 and full Professor in 1979. During his academic career, Nowlan held numerous administrative positions at the University of Toronto including Vice Dean of the School of Graduate Studies, Registrar, and Vice-President Research. In addition to his responsibilities at the University of Toronto, Nowlan has also been a private consultant for various government and private organizations.
